Deputy county appraiser Lee Ralph presented Empirical Foods Inc.’s EDX application and a revised Kansas Department of Commerce cost‑benefit analysis that staff said removed non‑taxable FF&E assumptions and recalculated net fiscal impacts.
"The project is classified as a business retention and expansion project within the agricultural industry and represents an estimated capital investment of approximately $400,000,000 in Finney County," Lee Ralph said. The revised analysis estimated roughly 270 direct jobs, additional indirect jobs, more than $283 million in taxable local sales and purchases, and projected county net fiscal benefits of approximately $27,950,000 over a 15‑year analysis period.
Staff said the project qualifies for the county’s high abatement tier and recommended adoption; no public comments were received and the board adopted Resolution 28‑2026 to submit the application and supporting documents to the Kansas Board of Tax Appeals.
Why it matters: This is a large, multi‑hundred‑million‑dollar private investment with long‑term fiscal implications for Finney County. Staff framed the abatement as a partial, temporary tool that will retain substantial tax base on the rolls while allowing for private capital investment and local job creation.
