Board approves 20% EDX tax abatement for American Implement’s $3.7M expansion
Summary
Finney County adopted Resolution 27‑2026 approving American Implement’s economic development (EDX) application — a $3.7 million expansion projected to create about 10 direct jobs and yield a county share of approximately $124,610 in abated taxes over 10 years, per a revised cost‑benefit analysis.

Field appraiser Darwin Martwick presented American Implement’s EDX application and a revised Kansas Department of Commerce cost‑benefit analysis showing a projected capital investment of $3,700,000 and a qualification for the county’s 20% abatement tier.
"Based on the reported investment, the project qualifies for 20% tax abatement," Martwick said, and the revised analysis estimated 10 direct jobs with additional spin‑offs and positive net physical benefits to the county. Applicant representative Mary Holmes described plans to use the building for staff training and customer demonstrations and invited commissioners to an August 11 demonstration day.
The board opened and closed the required public hearing with no public speakers and adopted Resolution 27‑2026, directing staff to submit the materials to the Kansas Board of Tax Appeals for final review.
Why it matters: The abatement is a partial, temporary incentive designed to support local business retention and expansion; staff said the county’s portion of the property tax incentive is approximately $124,610 over a 10‑year abatement period, while projected county tax collections are expected to increase over the analysis period.
