Southwest HOME Consortium: $477,000 conditional award for 60 units and $40,000 for Section 8 deposits approved

Lanae Schuler, Southwestern NC HOME Consortium project manager, said the consortium received three applications for 2025 funds and recommended two awards. Solstice Partners was recommended for $477,000 for new construction of rental units for low- to moderate-income households in Jackson County; the award is contingent on Solstice receiving low-income housing tax credits from the North Carolina Housing Finance Agency. The second award is $40,000 to Foursquare Community Action to provide security and utility deposits in coordination with its Section 8 program; that funding will broaden eligibility to Cherokee County now that the pot is open to that geography.
Commissioners voted to approve the recommendations. Staff noted contingency language for the Solstice award; if the LIHTC application is unsuccessful, the HOME funds would not be committed to that project and the consortium would consider alternatives.
