Columbus County approves second reading of Transportation procurement policy to meet NCDOT/FTA requirements

The Columbus County Board of Commissioners voted unanimously on June 9 to approve the second reading of an updated Procurement Policy for Columbus County Transportation designed to align with the NCDOT Integrated Mobility Division template and FTA guidance. Transportation Director Joy Jacobs presented the policy and said it updates agency procedures to comply with FTA Circular 4220.1 and 2 CFR Part 200.
The policy covers a broad set of federal compliance requirements: standards of conduct and conflict-of-interest rules; procurement methods and dollar thresholds (micro-purchases, informal quotes, formal sealed bids); independent cost estimates and price/cost analyses; pre-award IMD review for specified procurements; Buy America and Build America, Buy America (BABA) requirements and certification rules for federally funded projects; bonding requirements for construction contracts; protest and appeals procedures; and recordkeeping and contract administration standards. "This Procurement Policy establishes the standards and procedures governing all procurements of goods, services, equipment, and construction funded in whole or in part with Federal Transit Administration (FTA) assistance," the policy text states.
The board’s approval allows Columbus County Transportation to proceed under the updated rules; staff will now incorporate the policy into procurement checklists, ensure necessary pre-award reviews with IMD where required, and apply Buy America and BABA clauses when federal funds are used. The motion to approve the second reading passed unanimously.
