Board approves updated opioid‑settlement contracts to fund treatment, courts and transportation

The Board unanimously approved a set of updated FY26/27 contracts funded by opioid settlement monies for treatment providers, recovery and drug‑court services, transportation and consulting.
County Attorney Amanda Prince presented updated contracts financed by the county’s opioid settlement allocations for FY2026–27 and described how the funding categories were being distributed among providers.
"One example is The Healing Place, which is located in Wilmington... the overall maximum payment to The Healing Place is lower," Prince said, explaining that transportation allocations reduced bed payments and that per‑unit bed costs had changed but total payments were adjusted down. The Board approved the listed contracts — The Healing Place (transportation/bed adjustments), The Door of North Carolina, Debose (drug court), ACT (recovery court), Monumental Foundations PLLC (outpatient treatment), Southeastern Integrated Care (transportation), and Bruton Inc. (consulting) — by motion, with unanimous approval.
Prince noted that many of these agreements had been previously authorized as part of earlier settlement allocations and these approvals represent contract updates and finalization for the FY26/27 cycle; full contracts are on file with the clerk.
