The approved package is built from Kelly Generator's quote for a Generac 130 kW unit ($54,500) combined with Bilbrough Electric's electrical work quote ($8,900), for the $63,400 total recorded in the minutes. The council cited Kelly Generator's local presence, the town's existing contract with the company for generator services, and familiarity with Trappe infrastructure as reasons for choosing the vendor despite other competitive bids.
Minutes list two General Power quotes received the same day: a Perkins 130 kW unit for $52,051 plus shipping from Florida, and an in-stock Perkins 150 kW unit quoted at $55,573 plus $2,273 shipping (total $57,846). Bilbrough Electric noted it based its $8,900 estimate on Kelly Generator's specifications and would need to perform a site visit to provide a comparable quote for General Power's specs.
The council recorded the meeting start at 2:00 p.m. and adjourned at 2:38 p.m.; Erin Braband signed the minutes. The approved emergency purchase will proceed under the town administrator's and water/wastewater operator Shawn Lane's oversight, with Bilbrough scheduling follow-up site work and any necessary coordination with Kelly Generator.
