Staff explained the draft ordinance formalizes an allowance the city previously handled informally, establishing an application and permitting process and proposing yard signs for properties that adopt the native-planting option to reduce neighbor complaints and provide a visible indication of approval. "The proposed ordinance would formalize that allowance and establish an application and permitting process, fairly straightforward for those interested in utilizing these options," Staff member (S9) told the council. No public comments were recorded on the ordinance and the council moved, seconded, and voted 5-0 to adopt the repeal and replacement and to approve publication of the summary.
