Commissioners weigh Scenic Heights crosswalk, ADA gaps and revegetation plan

Brandon, the parks/street staff member leading the Scenic Heights project, described site constraints where the trail meets 19th Avenue and proposed a crosswalk location. He said the existing crossing area includes “about a 20 foot section with a drain grate right here that is not ADA accessible” and showed photos of uneven asphalt and a short crosswalk that currently stops at a stop sign. Brandon said streets staff suggested installing a flasher at the location, which would require running power, and provided a rough cost estimate: “I’ve got a tentative quote from streets, an estimation of 20 to 25,000 to put in the crosswalk” (that estimate excludes full concrete rework to make ramps and approaches accessible).
Commissioners praised the safety intent but warned against piecemeal spending. One commissioner urged folding the project into a broader multimodal or trail “pros” plan to improve grant eligibility and ensure consistent standards; Craig and other staff agreed bundling work into a larger trail project would open more grant opportunities. Brandon also explained recent trail thinning and removal of invasive blackberry and said revegetation will be pursued via a Forest Service grant: “I am planning on doing the revegetation with… the United States Forest Service Grant, that we have.” Commissioners requested a follow‑up meeting focusing on revegetation details, planting lists and infrastructure questions.
