Trappe puts ENR wastewater upgrade design phase out to bid, asks for stricter schedule

At the Sept. 4 meeting Attorney Lyndsey Ryan told the council that GMB had presented an agreement to provide engineering design and bid‑phase services for the Town's Enhanced Nutrient Removal (ENR) upgrade at the wastewater treatment plant.
Commissioner Jeremy Newnam moved to put the design/bid phase out to bid and to require a stricter schedule so the project could remain on its current timeline; Commissioner Walter Chase seconded the motion and the council approved it unanimously. The motion authorizes staff to engage the design and bidding process, meet with contractors, answer bidder questions, review proposals and return recommendations to the council about how to proceed.
The Planning Commission had earlier approved minor health‑department revisions to the treatment plant plat, which supports moving forward with engineering work. The council also separately approved issuing an RFP to replace the bar/filter screen at the plant; staff noted that doing that work now would not affect grant funds tied to the ENR project.
