Trappe Council approves package of ARPA purchases for town equipment and meters

The council approved a motion from Commissioner Jeremy Newnam to buy new computers, new monitors and two firewalls as proposed by BDK; outfit Town trucks with requested equipment but to defer window tinting pending legal review; purchase three new 2‑inch water meters per L/B Water's proposal; and accept Comfort Plus's proposal to replace the air conditioning/heating unit at the wastewater treatment plant. Commissioner Walter Chase seconded the motion, and the package was unanimously approved.
Council members said staff will collect final quotes and proceed with standard procurement steps where required. Attorney Lyndsey Ryan advised the council to review procurement thresholds as costs rise and to expect a draft ordinance at the October meeting to consider increasing the Town's procurement limit above $10,000.
The approvals follow an earlier 5:00 pm workshop the same day in which council and staff reviewed pricing and prioritized uses for ARPA funds. The council instructed staff to document vendor proposals and bring final purchase paperwork and any required bid packages to future meetings for formal award or contract authorization.
The action addresses technology upgrades for town operations and immediate water‑system needs; the HVAC work at the plant ties into a broader engineering plan the council is advancing for the ENR upgrade.
