Plan Commission approves final site plan for 4,800 sq. ft. ER addition at Elkhart General Hospital

The Elkhart City Plan Commission approved a final site plan amendment on Aug. 13 for a 4,800‑square‑foot emergency‑room addition at Elkhart General Hospital (Beacon Health System), to be located at 600 East Boulevard.
Staff described the request as a minor amendment to an existing final site plan that does not change the PUD land area or density and therefore does not meet the test for a major amendment; staff recommended approval subject to noncritical outstanding items to be addressed before permitting. As staff summarized, “The request is as required by section 20 10 a 2, a minor amendment to an approved final site plan to allow for a 4,800 square foot emergency room addition with up to the ambulance access service area.”
Jeff Ballard of Dan Charter & Associates, the petitioner’s representative, said the renovation will expand the waiting room, improve patient intake, add private patient rooms and a restroom, and include a healing therapeutic garden. Ballard said interior renovations are significant: “The the renovations on the inside of the building are pretty extensive.” He explained plans to shift parking off East Boulevard, add ADA ramps, revise ambulance queuing to improve ambulance access and add more security cameras.
Commissioner Mishler moved to approve the final site plan; the motion passed on a roll‑call vote. Staff will ensure the listed outstanding items are completed prior to permitting.
