Council adopts rewritten sign code, restricts portable signs and requires review for monument signs over 15 feet

After a multi-hour presentation and council questions, the Eagle City Council adopted a rewritten sign code (Ordinance No. 967) that staff and volunteer consultant Mark Butler drafted to make Eagle's sign regulations content-neutral and to tighten rules for large and portable signage.
Mark Butler, who worked with staff on the rewrite, told council, "Any monument sign exceeding 15 feet shall be set back a minimum of 10 feet from the property line," and described requirements for photorealistic 3-D renderings for tall signs in the scenic corridor. The rewrite prohibits many flag and off-premise portable signs, tightens enforcement and penalties, and allows the city to remove signs placed illegally in the right-of-way. Council dispensed with multiple readings and adopted the ordinance after adding three staff-recommended changes: revise the master sign plan definition, add monument sign criteria, and require removal of signs within 30 days of a tenant vacating a space.
