Dan Marcelek told the committee that cyclists are recommended to wear helmets and argued that e-bike and scooter operators should too. "I don't see why those wearing e bikes shouldn't also have the same requirements," he said, suggesting the city could proactively require helmets for more device types than currently mandated for class 3.
Members noted that class distinctions in code currently determine helmet and age rules (for example, some age and rental limitations apply to higher-class devices) and said the committee could consider expanding helmet requirements as part of any local ordinance or safety campaign. The committee did not vote on any requirement during the meeting and instead asked for more information and public input.
