Avon Tree Commission advances draft amendments to City tree ordinance (Chapter 1028)

Commissioner Mary Berges summarized the Tree Commission's work to revise Chapter 1028 (Ordinance No. 90-21), describing a package of changes under development. Proposed edits include adding definitions; formally recognizing the Urban Forester title alongside the City Arborist; creating a new section defining their duties; setting out planting, removal and permitting procedures; adding a section on preservation and removal of trees on public property; and penalties for abuse or mutilation of public trees.
Berges also described two outreach and administrative initiatives: a developer-facing informational pamphlet to guide tree preservation during planning applications, and a requirement that all landscape plans receive review and approval by the City Arborist or Urban Forester prior to planning approval, "similar to the architectural review that is required in the French Creek District," she said. The Commission will draft the ordinance language, circulate it to members for comment, and then forward finalized text to the Law Director for formal ordinance drafting.
