Council accepts Republic Services' low bid for refuse and recycling contract

Service Director Joe Shaw reported the city received four bids for the refuse and recycling contract; Allied Waste Services of North America (doing business as Republic Services of Toledo) submitted the lowest bid at $1,067,679.36, which is below the current contract amount. Shaw said recycling-collection unit pricing remains unchanged while refuse collection unit pricing increases from $8.65 to $9.36 under the new contract.
Council adopted Ordinance 111-2026 to accept Republic’s bid and authorize the mayor and director of finance to execute the contract. Shaw noted the contract contains a 3% annual renewal and a fuel-surcharge that uses a prior-three-month rolling average for diesel costs; council also agreed to schedule a focused meeting to review how the city collects refuse and recycling fees (a process now involving multiple departments and an annual general-fund subsidy north of $300,000).
