Avon Council opts to proceed with Avon-only Mills Road resurfacing after North Ridgeville uncertainty

Mayor Bryan Jensen told Council the prospect of completing a full joint project with North Ridgeville "was not looking real good," saying North Ridgeville's internal process could push any agreement into September and beyond the current construction season. City Engineer Ryan Cummins recommended advertising only Avon's portion to avoid contractual complications and potential loss of volume pricing if half the project remained uncompleted. Council member Scott Radcliffe said bluntly, "That road is in terrible shape." The Council voted 7–0 to suspend the rules and act on Resolution R-13-26 and then to adopt it.
Council retained Ordinance No. 75-26 (the cooperative agreement) as a pending item — it remains at the first of three readings — while the Administration was directed to pursue the Avon-only bid and, if possible, ask a selected contractor to consider change orders to accommodate North Ridgeville later. Mayor Jensen said North Ridgeville holds approximately $500,000 in grant funding for its segment (State Route 83 to Stoney Ridge Road), which he said makes it financially unlikely North Ridgeville would ultimately not proceed.
