When Council member Jan Degganshine asked about safety — noting the basin would detain up to three feet of water — Valadares said the basin will be enclosed by a chain-link fence to prevent accidental access.
The committee characterized the referral as a technical vote under §8-24; it will be reviewed by Planning & Zoning and may later return to council depending on that review. The motion to refer passed unanimously on the committee floor.
