The board approved a resolution to accept Moody & Associates' proposal to perform Phase 2 environmental investigation and oversight at the Legler Plating building at 1602 Parade Street. Aaron Snippert described the site as a highly distressed industrial building with a collapsed roof and a lengthy Phase 1 report; staff said the Phase 2 work is needed to define contaminants and next steps, and that the Phase 1 had been funded by a Brownfield grant.
Snippert quoted the Phase 2 proposal cost as $31,350 and noted that additional environmental testing could add costs. Board members asked whether the quote covered Act 2 compliance work and were told Moody's proposal does not presently foreclose pursuing Act 2 later; the item went out for solicitation but Moody's was the sole responsive proposal for this Phase 2 package. Staff said there are two interested adjacent property owners but that buyers are unlikely to assume large remediation costs without capping or remediation assistance.
