"The request that we're asking for is to increase the rate from $175 to $200 an hour," Villegas said, noting that his firm charges similar or higher rates for other governmental clients and for litigation work. Council members asked what the annual bill might look like at the new rate and whether the office could accelerate reviews of routine agreements and small recreation contracts that have created backlog concerns.
Villegas said his office can deploy additional staff and that the city's existing 30‑day review expectation covers many submissions; he agreed to assess whether shorter simple contract reviews could be handled by a different staff member to ease timing pressures. Council and staff agreed to factor the proposed rate change into upcoming budget discussions and to coordinate expectations for turnaround targets.
