City: East Water Reclamation Facility construction starts; staff says revising rate study now would be premature

City manager Kevin Sweet reported that construction work began on the East Water Reclamation Facility and that residents should expect weekday traffic impacts along Seneca Boulevard and Davenport Way. "Construction began today," he said, adding the city's communications team will alert residents about traffic impacts and schedule details.
Commissioners asked whether recent SRF loan forgiveness and two $10 million rounds of support would allow revisiting the water/sewer rate study to reduce future rate increases. Staff said the rate study was updated about a year ago and that revising it now would be premature because capital decisions—especially the West Water Reclamation Facility's final guaranteed maximum price—remain unresolved. Staff recommended revisiting rates after final design and bidding provide firmer cost numbers.
