Richmond council directs solicitors to draft $125,000 MOU with Hopkinton for transfer‑station use

Samantha Wilcox, president of Richmond's council, opened the meeting saying its purpose was to "create an annual contract for the service that Richmond is providing Hopkinton to make sure we're all on the same page." The motion Wilcox made asked Richmond's town solicitor to work with Hopkinton's solicitor to draft an MOU for $125,000 a year, to be revisited in February and to expire June 30, 2027; Richmond's council approved the motion on a roll‑call majority.
Hopkinton officials pressed for data and argued against what one Hopkinton councilor called a "knee jerk" 100% increase proposed earlier in the process. Richmond members and staff had presented updated FY figures and said some line items (health care, capital improvements and increased hauling costs) had not been captured in older charts. The motion was seconded and carried in Richmond on the recorded roll call; councilors agreed to direct solicitors to draft the MOU and return to each council for formal ordinance or MOU adoption.
