During council questions staff said the total number of units that actually require licensing is hard to determine because some units are discovered later through inspections or reports, and staff identified at least two landlords who have not yet paid and who together own about 10–12 units. “As of July 31… we had issued licenses for 799 rental units,” the housing official said. Staff indicated they will continue outreach and follow up on late payments and potential unlicensed units.
