The Norwalk Planning and Zoning Commission approved application 2026‑53 for a new single‑family residence at 3 Hilltop Road during its Aug. 5 meeting.
Alexander Maugh presented the proposal and walked commissioners through site maps showing that the two‑acre parcel lies outside the FEMA flood zone but within shorelands and close to tidal wetlands. The proposed home includes a detached garage, a 20‑by‑40 pool with pool house and a rear patio. Maugh and the project team described stormwater management consisting of in‑ground infiltration systems and silt fence and stockpile controls to limit sediment during construction.
Architect Jim Schutino said the house is approximately 5,000 square feet, colonial‑revival in style, and that the project complies with zoning setbacks, coverage and building‑height requirements. Commissioners asked technical questions about driveway surfacing and drainage; the civil engineer explained soils and maintenance considerations for porous paving and recommended an infiltration system instead. The commission moved and voted to approve the coastal site plan review; staff will finalize the resolution for the permit file.
