Council approves MOU with CNCC to clarify campus law-enforcement cooperation

The council voted to approve a memorandum of understanding (MOU) between Colorado Northwestern Community College (CNCC) and the Rangely Police Department for the 2025–26 and 2026–27 academic years, after staff noted clerical corrections to the packaged document.
Police Chief described the MOU as beneficial, saying it spells out "their responsibility and our responsibility and our implied cooperation" and that since implementing the agreement the department has had "0 issues with cooperation during investigations with CNCC." The chief said the MOU clarifies who to contact when incidents occur on campus and recommended signing the corrected version.
Council member Andy moved to approve the MOU with the stated corrections; Robbie seconded, and the motion carried. Council and staff discussed whether the MOU should follow an academic-year schedule (July 1–June 30) to align with CNCC budgeting and concluded the substance of the agreement remained unchanged.
