Council ratifies multiple change orders for 44 Frederick and retools firing-range procurement

Council ratified several project change orders for the 44 Frederick public-safety facility and approved a credit related to redesigning a planned masonry wall into a fence after extensive underground utilities were discovered. The meeting record listed PCO #19 for $9,639, PCO #20 for $9,308 and PCO #21 for $6,004; council approved the items as recommended by the architect and staff. Later, council approved a credit (PCO #22) in the amount of $61,433 tied to substituting a fence where a masonry wall had been planned.

Public works staff explained the masonry requirement could not be supported without heavy foundations because of a "rat's nest of utilities" in the proposed wall location; switching to fence posts reduced foundation needs and yielded the credit. On the firing-range work at the public-safety facility, staff said donor funding exists but arrives across multiple years, complicating RACP accounting. To comply with grant and procurement rules, staff proposed—and council approved—backing the firing-range scope out of the ECI contract ($593,775 credit) and preparing a separate competitive bid package for the firing-range equipment-installation to control costs. Council also authorized staff to advertise that equipment-installation bid.
