East Dundee OKs special-use permit for adult day service at 455 East Main, extends hours to 6 a.m.–7 p.m.

Trustees voted Aug. 3 to approve a special-use permit allowing an adult day service center at 455 East Main, amending the ordinance’s hours-of-operation condition to allow service between 6 a.m. and 7 p.m. and including safety and licensing conditions recommended by staff and the police.

The applicant described the proposed operation as a daytime social/support program for adults 60 and older that would provide meals, supervised activities and transportation. Trustees asked about state oversight, licensing, staffing ratios and funding streams. Staff and the applicant said the Department on Aging and state rules apply for facilities that bill public programs; the facility indicated it would accept private-pay clients and, if eligible, clients assessed through the county senior-services/Impact process for Medicaid-funded placements. The applicant said a typical staff-to-client ratio would be about 1:6 and that the operation would either provide transportation or outsource it.

Trustees also required the special-use permit to incorporate police recommendations (video surveillance, emergency-operations planning and coordination with first responders) and noted the property must obtain a certificate of occupancy for the new use and meet code requirements before opening. The board added a condition for a follow-up review several months after the facility opens to assess operations and compliance.
