City approves employee benefit changes: Standard for life insurance, UnitedHealthcare for medical; CuraLink added

City Human Resources Director Denise Matson presented multiple staff recommendations for employee benefit lines for fiscal year 2024–25.
Matson recommended switching term life coverage to Standard Insurance Company offering a three-year rate guarantee through 09/30/2027 and an estimated 21.9% premium reduction (annual premium $45,033). For health benefits she recommended retaining a long-term relationship with UnitedHealthcare after a market analysis showed UnitedHealthcare's proposal would increase aggregate premiums by approximately 13.8% rather than higher alternatives; Matson cited a claims experience of about 109.5% and an annual premium figure of $3,538,298. The commission approved UnitedHealthcare, the Standard life insurance change and an employee assistance program agreement with CuraLink LLC (annual premium ~$5,972) by roll call votes.
Commissioners acknowledged that health-premium increases are widespread nationally and thanked HR for the procurement work; they approved the package with unanimous roll-call votes.
