Departments then presented their recommended first-tranche and lower-priority items.
Staff described the tranches as: first column (recommended approval if funds allow), second column (runner-up if additional funding becomes available) and a third-column list for further future consideration. Commissioners discussed several line items — including a $15,000 cubicle request to consolidate EDC and code enforcement staff and a proposed finance generalist position at $88,000 — and asked staff to explore reallocating existing funds before tapping certain reserves. Staff said the commission does not need to formally vote now but asked for guidance on which first-column items to include when publishing the proposed budget.
