Peekskill Arts Alliance gets conditional approval for Main Street banner installation

D'Amico corrected an earlier memo and said each vinyl panel will be 6 by 6 feet, for a total of 17 panels. He reported anchor testing that gave a maximum capacity of about 15 foot-pounds (failure observed around 16 ft-lb) and recommended a conservative installation torque of 10 foot-pounds per anchor; he also described an epoxy-injection remedy where substrate deterioration is found. On duration, D'Amico said the banners were "planned to be, for at least 5 years." Board members asked that signage to credit artists be returned to the board for review before installation to avoid overloading the building façade; they also asked the applicant to coordinate with DPW on installation and long-term maintenance to prevent tree overgrowth and other sightline issues. The board approved the grid and stucco color as presented with those conditions.
