At the public comment portion of the meeting, Councilman Misti Carbone, speaking as a Hartsville resident, raised concerns that many dog owners in town are not registering their animals and suggested the board consider a Humane Society census or targeted letters to owners who appear unlicensed. "It is not fair that people are not paying for their dogs to be registered in Hartsville," Carbone said; she and Supervisor David Gerhard agreed to research options and return recommendations at the next meeting.
Separately, minutes note that a new group at the church has taken responsibility for maintenance of Hartsville Center Cemetery. The board recorded the cemetery update and did not take a formal vote on dog-licensing enforcement at this meeting.
