Council approves consent items, refunds and release of letter of credit

On a series of motions the Preston City Council approved its consent calendar items and related financial transactions. Councilmember Brent Dodge moved to approve the Sept. 8, 2025 minutes; Councilmember Chris Larsen seconded the motion. The minutes passed by majority vote with Councilmember Todd Thomas recorded as abstaining.
The council then approved the remainder of the consent calendar, moved by Councilmember Terry Larson and seconded by Councilmember Chris Larsen. The approved items included release of a Letter of Credit for Haven Apartments/Justin Facer at 26 S 4th W in the amount of $11,280.00; a one-year cut permit bond refund to Dixon Beckstead (118 S 3rd E) for $625.00; a swale bond refund to Heusser Construction (275 N 3rd W) for $1,765.75; and a one-year warranty bond refund to Becky Snyder (43 N 4th W) for $352.50. The motion received unanimous approval.
The council also approved a business license for Manuel Mejia, Preston Auto, LLC, 401 S Highway 91 as part of routine business.
