Becky Dorman explained the need: the Spanish‑immersion hires often come from countries without a U.S. elementary‑education certification structure and require an approved waiver as part of a state pathway; similarly, a handful of candidates need the waiver to begin the alternative special‑education pathway. The chair opened a public hearing; with no public comments, the board voted to authorize the administration to proceed. The motion was moved, seconded and adopted by voice vote.
