Planning staff continues review of 710 Washington special permit and odor-mitigation plan

Carol Sammel of the planning department updated the council on the 710 Washington special-permit application, saying site visits found the facility has no exterior windows in much of the space and would need substantial investment for industrial use. She said the planning team has engaged CPL to review the odor-mitigation and air-circulation plan and is waiting for responses from peer cities and the engineer before returning with recommendations.
Sammel said she has coordinated with the Department of Buildings to explore inspection access and that most other cities using similar odor systems report few complaints. "Most of the cities are reporting that they're not having odor complaints based on the systems that are employed," she said. She asked the council to continue the public hearing next week and promised additional technical detail when available.
