County approves assignment of West Creek Wetland Learning Center license to conservation district

Elk County commissioners approved an assignment on Aug. 6 of the West Creek Wetland Learning Center license agreement (originally dated Oct. 10, 2012) from the County of Elk to the Elk County Conservation District.
County counsel and staff said the assignment transfers responsibilities for the site and covers the remaining term of the original 35‑year license. Counsel had reviewed the assignment language and staff said it was the cleanest approach to effect the transfer so long as the other parties to the license agree. Commissioners moved and approved the assignment following review by the solicitor.
Staff noted the transfer had been discussed at a prior meeting and the assignment will relieve the county of direct responsibility for the learning center’s operations under the license.
