Village says NY EFC offered trial short-term loan to cover WWTP engineering costs

Mayor Paul Milne said the New York State Environmental Facilities Corporation has offered Honeoye Falls a short-term, market-rate loan to cover engineering costs for the village wastewater treatment plant project while the SPDES permit is approved and the WIIA grant is closed. "They have NEVER DONE THIS BEFORE AND ARE USING HONEOYE FALLS AS A TRIAL," Milne told the board, framing the offer as an uncommon pilot opportunity.
The mayor said he met with HUNT to develop cost estimates and would move those estimates to EFC. He asked the board if it would be agreeable to pursue the offer. The board did not vote on an authorization at the meeting; the item was presented as an update and request for permission to continue moving information to EFC. The CEO/Code Enforcement officer David Ford and DPW staff are engaged in permitting and project meetings for the WWTP, and the mayor noted the village will continue pursuing related grant opportunities, including NY Forward, as staff work to secure financing and reimbursement.
