Archery club seeks $40,000 grant support; council tables request pending clarification of required lease term

Ben Christiansen presented the archery club’s grant proposal and said the club is seeking “somewhere in the $40,000 range” to replace lighting and improve the floor and facility.
Council members pressed the club for the grantor’s required lease term. Legal counsel Lyle Fuller told the council the extant agreement appears to grant the city a 30‑year right of use and that, on its face, the city is committed through Nov. 2027. Fuller said an assignment to a new owner would likely require the new owner to honor the lease until that date unless renegotiated.
Christiansen told council members he believed a longer commitment (25–30 years) would improve grant prospects; council members said a 10‑year term is likely nearer what the city would be willing to offer. Councilmember Terry Larson moved, and Councilmember Chris Larson seconded, to table the item until Christiansen can report back with the grantor’s lease expectation. The motion passed. No city expenditures were approved at the meeting.
Council also discussed day‑to‑day operations and fees: the ordinance requires a $1 shooter fee in the lease, and Christiansen said the club has used various collection practices and largely covered its own target/backstop supplies in recent years. Council asked staff to seek confirmation from the grantor on the lease length and to return the matter to a future agenda.
