Paulsboro land use board delays Pauley’s Bar & Grille expansion over parking and access concerns

The Paulsboro Land Use Board on Dec. 3 held over a minor site-plan application from Pauley’s Bar & Grille, LLC for a proposed 320-foot rear addition at 1311 N. Delaware Street that the board’s planner said would raise building coverage from about 56% to 74%. The item was continued to the board’s January meeting so applicants can resolve parking, access and technical-review items.
Planner Agresta displayed an aerial exhibit and told the board that because the property is in a C-1 zone the larger footprint triggers four bulk variance requests; the planner said the site currently shows "0" on-site parking and that the operator would need to rely on the adjacent parking area. "adding 320ft would change the building coverage from 56% to 74% which is why they need the variances," Agresta said. Borough Engineer Steve Cosaboon added that doors and slopes must meet ADA standards and flagged loading and trash-access problems because an adjacent business owns surrounding land.
Applicant Anthony Pitts described operations as lunch and dinner service, reporting hours of "12pm to 10pm, 6 days a week, and closed on Mondays," seating for approximately 100 patrons, plans for a pool table and darts, and two handicap-accessible restrooms. Administrator Vernon Marino reminded the board that borough code requires a dumpster with rear access for pickup, urged an architect inspection of the basement and emphasized Board of Health and fire-suppression requirements over cooking areas. Marino also warned that the parking lot across the street is private and the owner plans to install an arm gate.
On a motion by Eva Macauley seconded by Kathy McCann, the board voted to hold the application so the applicants could coordinate with Camcare, obtain an updated FEMA survey, develop a loading/delivery and trash plan, and address the engineer’s technical comments, including showing a finished-floor elevation of at least elevation 10. The roll call recorded nine ayes with four members absent. The application will return for consideration at the Jan. 7, 2025 meeting.
