The Land Use Board voted June 3 to designate Paulsboro Gardens (Block 123, Lot 1) and adjacent Block 121 Lot 1 as a non-condemnation area in need of redevelopment, a step the borough said will allow new owners to pursue energy-efficiency upgrades and accessibility improvements without pursuing eminent domain. Borough Solicitor Michael Maley and Redevelopment Planner Tiffany Marsey outlined the request; the planner said Paulsboro Gardens "consist[s] of 150 units built in the 1940s" and that the complex has not seen major improvements since the 1980s.
Planner Marsey told the board the new owners want to add measures including ground-mounted solar panels, conversion from oil to electric heating and upgrades to meet ADA standards. The three-acre vacant parcel the borough foreclosed on in 1991 (Block 121, Lot 1) is under consideration by a developer for about 55 senior housing units, the board was told. The public hearing drew no public comment, and the board adopted Resolution PB-18-2025 on a motion by Mayor Giovannitti, seconded by Administrator Vernon Marino. The resolution and supporting documents are available at the Borough Clerk's office and the designation will proceed to any required implementing steps under the borough's redevelopment process.
