Polk City Council approved a cooperative services agreement with Polk County to perform a hot-mix asphalt (HMA) overlay on East Northside Drive within Polk City limits, joining a larger county project that will extend to the Ankeny city limits.
City staff said Polk County prepared the service agreement and that completing Polk City's segment as part of the larger county project would yield lower unit prices and allow Polk City to add three-foot paved shoulders on each side, reducing annual shoulder maintenance. Staff reported Polk County's financial consideration for Polk City's portion was $4,430,850 and recommended the city consider paying cash from street-repair reserves (the city reported about $800,000 in the road-use tax fund) or discuss debt if needed. Council members discussed timing, budgeting, and the maintenance savings from paved shoulders and then approved the resolution to participate.
