Polk City Council voted to approve a housekeeping amendment to the city's 2026–2030 Capital Improvement Plan to realign project schedules, update costs and move projects into different fiscal years to match grant timing and construction status.
City staff explained that several projects were being rescheduled: the former City Hall remodel will be split across fiscal years 2026 and 2027; police and library schematics were moved from 2028 to 2027 at the council's request; and the South 3rd Street Trail had secured $552,000 in grant funding but required the city to spend the grant in 2028, prompting staff to recommend moving that project to 2028. Staff said the regional park project is under construction as phase 1 and will be moved into 2027, while the Polk City Junction Trail will be removed from the CIP as developer Antler Ridge and Allure at Saylorville are expected to construct portions with possible city cost sharing.
After questions from council about grant amounts, phasing and financial impacts, the council approved the resolution to amend the CIP by roll call.
