Commissioners added conditions: the city's consulting engineer (CPL) must review and sign off on the applicant's odor‑control mitigation plan before a building permit is issued; delivery activity will be routed through the rear loading dock rather than the atrium entrance; signage will be reviewed by planning staff; and the applicant will submit a six‑month operational report after opening to document queuing, delivery, parking and odor issues. The commission also issued a SEQR negative declaration for the unlisted action prior to voting and recorded the special‑permit and final site‑plan approvals with the stated conditions.
