Cindy Freeman (speaker 10) asked how businesses would be affected; staff said fees are typically paid at building construction and that smaller commercial buildings have simplified calculations and credits available for measures (covered bike racks, transit investments) that reduce fees. The council voted unanimously to adopt the ordinance and the accompanying impact‑fee and project schedule resolution.
