The council opened a public hearing on amendments to the City’s Land Development Regulations (LDR 26‑02 through 26‑08) and received no public comments. Paul Connor, director of planning and zoning, summarized the changes and reported that the state’s land use review board recently approved the regional plan, which helps make the city eligible to apply for Act 250 Tier 1A status.
After a brief staff explanation and one councilor’s request for minor clarifications, the council moved to adopt the draft amendments as presented. The vote was unanimous.
Connor noted the Agency of Natural Resources provided a letter of support and a few minor recommended changes that staff will consider in a subsequent amendment round but recommended not delaying the current adoption to incorporate those minor edits. The LDR changes are intended to support thoughtful infill development and adaptive reuse of existing buildings.
