Task force presents draft strategic plan with four goals to 'keep Southbury affordable' and strengthen services

Fred Sell, chair of the Strategic Planning Task Force, presented the task force’s work and described a process of stakeholder solicitation, eight working sessions over four months, and a prioritization exercise that distilled items from the 2018 plan and public input. The task force proposed four overarching goals—keeping Southbury affordable; preserving and enhancing quality of life and community infrastructure; building a vibrant local economy; and improving governance—with 15 associated strategies.
Sell explained the intent was not to duplicate the five-year Plan of Conservation and Development but rather to focus on gaps and practical strategies the town government and partners can pursue. He said the task force’s approach was to identify three to five goals and strategies for each goal and then present those for the board’s consideration. The task force recommended next steps include board discussion, possible modification, adoption and development of implementation action plans with designated stakeholders.
