The board voted to place $125,000 from a solar agreement (Torx) and all monthly landfill checks into a separate CIP account to isolate those revenues for capital projects. Committee member (speaker 5) moved the motion and explicitly proposed the separate account so the funds would not be blended into unrestricted general funds.
"I make a motion that we deposit the 125,000 from the solar agreement and all checks from waste management into a separate CIP account," the mover said. After discussion, the motion carried with four supervisors in favor and one opposed. The board instructed staff to implement the accounting change and to report back on mechanics for segregating the funds; one member opposed on grounds that it is inconsistent with normal budgeting practices.
