City staff told the Ketchikan City Council during an Aug. 6 work session that an initiative petition certified July 22 will appear on the Oct. 6 borough ballot asking voters whether the Ketchikan Gateway Borough should be granted area‑wide power to provide public library services. The ballot language presented to council reads in part: "shall the Ketchikan Gateway Borough be granted a new area wide power to provide public library services on an area wide basis in the area of the Ketchikan Gateway Borough." Staff explained voting mechanics: the question must pass separately for city voters and for borough voters outside the cities to take effect.
Council members repeatedly pressed staff for specifics about funding and asset treatment if voters approve the initiative. Staff said Alaska statute transfers real and personal property and the bond debt liability to the borough but that employee transfers, PERS pension liability, and whether the city must convey its particular building require follow‑up. One council member emphasized the community expectation: "It should never be anything but a library," and city staff committed to seek legal and fiscal clarifications and to coordinate with borough staff and the forthcoming informational pamphlet that will be mailed to voters by the borough. No formal council action was taken during the session; staff said they will return with answers before action would be required.
