Planning board approves SPA Holdings site plan for 403–405 Route 35

The Point Pleasant Beach Planning Board voted to approve SPA Holdings LLC’s site-plan application (2026-452) for 403–405 Route 35, granting the variances requested for an undersized lot and imposing conditions on final submittals.

Applicant Jason Lam introduced the team and said the business will occupy the leased space. The board’s approval followed presentations by the applicant’s architect and counsel describing a reconstruction that preserves much of the existing footprint while raising habitable levels above the design flood elevation and creating interior parking. S4 (applicant counsel) summarized the board filing: "we would request those variances" to address pre-existing nonconformities, arguing that removing the structure or buying adjacent land would create an unreasonable hardship.

Board members questioned flood compliance, garage access and parking counts before making the motion. Vice Chair Pisano moved to approve the application with conditions; the motion was seconded and carried after board members answered in the affirmative. The chair asked the applicant to submit the complete PDF package for the record prior to final sign-off. The board’s approval includes waivers related to off-street curb geometry and a request for relief from strict parking requirements because the lot is undersized.

The applicant and team emphasized non-habitable ground-level design, hydrostatic openings for flood resistance and one ADA interior space. Jason Lam thanked the board and said he looked forward to locating his business in the community.
