Board members asked about the status and constraints of HUD Community Development Block Grant - Disaster Recovery (CDBG-DR) funds. Tom Ochwat said the Office of Recovery has accepted the HUD/CDBG-DR award of $1.6 billion and that the grant includes conditions, notably that projects funded through the award must be completed within six years; he cited a December 2030 deadline for completion.
Ochwat explained that departments submitted applications under the mayor's office to meet HUD requirements for recovery and rebuilding work in Lahaina and Upcountry. He added that the department is accessing those funds through the Office of Recovery and that some well-related activities on the timeline are being assisted by CDBG-DR matching funds, while other wells are funded via EPA awards.
