The Independent Nomination Board spent significant time on June 24 refining and adopting evaluation criteria for the Corporation Counsel search. Member Jenny Sullivan proposed a five-point scoring rubric and, after discussion and wording changes recommended by Member Kanoe Shimizu and edits from Member Gina Gormley, the board adopted the revised rubric and accepted weighted competencies for the Corporation Counsel scorecard.
The board recorded the adopted rubric levels as: "1 — unsatisfactory; 2 — below average, significant concerns; 3 — competent, meets basic expectations; 4 — strong, exceeds expectations; 5 — exceptional, outstanding." Member Sullivan's original motion to define the rubric was revised to replace harsher phrasing and to remove hyperbolic language; the revised motion passed unanimously (Ayes 5, Excused 1). The board also voted to accept Member Shimizu’s weighted competencies (including five evaluation categories) with Member Gormley’s edits to the 'Municipal Law' section and recorded that all applications received through June 30, 2026 would be distributed to TIG members for review.
Meeting minutes show the board debated wording and weightings and combined elements of multiple scorecards into the vetted instrument.
