Board reviews West Maui wells timeline and FEMA grant for emergency generators

The Board of Water Supply received a detailed timeline on June 18 for West Maui well projects, including the Launiupoko (L1) exploratory phase and the Honolua (H1) well. Tom Ochwat, Engineering CIP Section Head, told the board the FEMA Hazard Mitigation Grant Program will fund 32 permanent emergency generators for critical well sites and booster pump stations and that procurement is anticipated to go out for bid in September.
Ochwat said the Launiupoko L1 exploratory phase has been awarded and that a 2-million-gallon storage tank is proposed to improve fire protection and water reliability for the Lahaina area; however, construction of the development phase cannot begin until the environmental assessment (EA) is accepted. He noted the Honolua aquifer well (H1) is likewise awaiting EA completion. "You cannot put a shovel in the dirt until the EA has been accepted," he said.
Board members pressed staff on sequencing and funding. Member Helly emphasized the need for a consolidated timeline that includes monitoring wells and all west-side activities so the capital budget relationship and contingency funding are clear. Staff agreed to provide an updated timeline that incorporates additional wells and funding sources.
The presentation was recorded in an itemized timeline and the board asked staff to return with an expanded schedule that shows how the HMGP procurement, EA milestones, exploratory contracts, and storage-tank work interrelate.
